WHAT DOCUMENTS ARE NEEDED TO BUILD A HOUSE IN THE COUNTRY IN ROMANIA?

  1. The legal document proving ownership of the land – the first step in building a house in the country is owning land. It is important to have a valid title deed to the land you want to build on, whether it is a contract of sale, a certificate of inheritance or another legal document that proves your ownership.
  2. Planning certificate – this document is issued by the local public authorities and contains essential information on the legal, economic and technical status of the land and existing buildings, as well as the specific planning requirements of the area where the land is located. The urban planning certificate specifies whether a zoning plan (Plan Urbanistic Zonal Zonal – PUZ) or a detailed urban plan (Plan Urbanistic de Detaliu – PUD) is required in order to build on the land.
  3. The geotechnical study – is a mandatory technical documentation that examines the soil structure, the depth of the water table, the optimal depth for the building foundation and the bearing capacity of the soil. This document provides the engineer in charge of the design of the structure with the necessary information to correctly size the building foundation.
  4. Necessary permits and agreements – depending on the specifics of the construction and the area, various permits and agreements may be required, such as environmental permit, permit from the electricity company, permit from the water-canal company, permit from the Public Health Department, neighbors’ consent (in certain cases), etc. These permits and agreements are mentioned in the urban planning certificate.
  5. Technical project – in order to obtain planning permission, it is necessary to submit a technical project drawn up by a licensed architect or engineer. The technical project contains detailed plans of the construction, including plans of foundations, structure, installations, facades and other relevant technical details.
  6. Building permit – this document is obtained from the local public administration authority on the basis of the town planning certificate, the necessary permits and agreements and the technical design. The building permit sets out the conditions under which the construction can take place and is valid for a limited period of time.

Depending on the situation, other documents may also be required to build a house in the country, such as:

  1. proof of payment of local taxes related to the building permit;
  2. a contract with an authorized firm to carry out the work;
  3. notification to the State Building Inspectorate of the start of work;
  4. acceptance report on completion of works;
  5. the building’s energy performance certificate.

In conclusion, building a house in the country involves obtaining a series of documents and authorizations, from the title deed to the land to the building permit and the documents related to the execution of the works. It is important to inform yourself about the specific requirements of the area in which you want to build and to work with authorized specialists to ensure that all the documentation is complete and complies with the legal requirements.
